Vice President of Public Sector of Mastercard China
Leo serves as Vice President of Public Sector at Mastercard. Leading Mastercard’s public sector business in China, he works with the Chinese government and foreign governmental institutions in China to facilitate cross-border and domestic payments, by leveraging Mastercard’s global networks and partnerships with major banks and merchants around the world. Before joining Mastercard, he served as Government Affairs Director at Standard Chartered Bank (China) Limited. He drove the bank’s strategy and efforts in market access, helping the bank achieve many market-first milestones. Before Standard Chartered, he ran a start-up consulting firm with his partner, serving MNC clients in China. Prior to that, he worked at Veolia, a world leader in environmental services headquartered in Paris, where he helped the company develop its China strategy and influence policies. Leo started his career at Hill and Knowlton, providing government relations and crisis management consulting for Chinese government bodies and MNCs, including the Beijing Olympic Organising Committee, Rio Tinto, BP, P&G, and Pepsi. Leo obtained his bachelor’s and master’s degrees from Renmin University, both majoring in International Relations.
