Dr. Alexis Tam Chon Weng was appointed Secretary for Social Affairs and Culture of the Macao SAR Government on 20 December 2014. Having joined the Macao civil service since 1989, he has served in a number of posts in the government. He was Head of Human Resources Department of the Public Administration and Civil Service Bureau, Director of School of Administration and Applied Sciences of Macao Polytechnic Institute, Coordinator of Tertiary Education Services Office and Chairman of Supervisory Board of the Social Security Fund. He served as Chief of Office of the Secretariat for Social Affairs and Culture from December 1999 to December 2009.

When Dr. Tam served the post of Chief of Office of the Chief Executive’s Office from December 2009 to December 2014, he was also Government Spokesperson, Chief of Joint Committee of Macao and Portugal on Affairs of Portugal (Macao), Macao representative in the Pan-PRD Secretaries-General Co-ordination Meeting, Chief of the Liaison Office for Guangdong - Macao Co-operation, Chief of the Macao taskforce for “Guangdong - Macao Co-operation Framework Agreement”, and Chief of the Preparatory Office for the “Guangdong - Macao Traditional Chinese Medicine Technology Industrial Park”. He was SecretaryGeneral of the Organising Committee of the APEC Tourism Ministerial Meeting in 2014.

Dr. Tam received his PhD in Business Administration from Nankai University, PRC, Master degree in International Business and Administration from the University of Glasgow, UK (sponsored by government), Bachelor’s degree in Business Administration from the Chengchi University, Taiwan, and Bachelor of Laws degree from China University of Political Science and Law, PRC. He also holds a Higher Diploma in Portuguese Language and Culture from the University of Lisbon, Portugal and and a Higher Diploma in Human Resource Management and Strategic Management from the Catholic University of Portugal.
